Learn more about this agency Responsibilities This position serves as a Planning and Environmental Specialist located in the Upper Willamette Field Office of the Northwest Oregon District and is responsible for performing work that involves knowledge and application of the principles of natural resource programs. Serves on interdisciplinary teams (IDT) to work on specific planning and National Environmental Policy Act (NEPA) documents components and provides training to IDTs regarding development and implementation of NEPA and planning documents. Assures that land use planning efforts are coordinated with other local, State, and Federal agencies and ensures public participation in the planning process. Reviews complex environmental analysis documents to ensure compliance and consistency with all applicable laws and regulations and serves as procedure and policy coordinator on all NEPA and planning documentation matters. Provides responses to the public information requests regarding completed, in-progress, and future planning document availability and assures that documents are appropriately filed and posts for availability for public review. Physical Demands: The individual works primarily in an office setting at this level. There may be some walking, standing or bending. There is some infrequent field work in this position, therefore, the individual may on occasion be required to walk or ride vehicles or horseback over rough terrain, and perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items, such as equipment and samples and boxes of files. Work Environment: The work is performed primarily in an office setting for long hours and under tight deadlines. However when necessary to complete the work, there may be outdoor exposure. Outdoor exposure requires some discomfort in extremes of temperature or inclement weather. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. Specialized Experience for the GS-09 Planning and Environmental Specialist: 1 year of specialized experience equivalent to at least the GS-07 level in Planning and Environmental Specialist work related to Natural Resources Programs. At this level, recurring assignments that are independently performed are more difficult & complex than those performed at the lower grade level. Examples: experience in general resource management planning & environmental analysis processes, principles, and practices; work with public land resource values, issues, or controversies; and assisting in developing public land-related planning strategies and procedures; OR 2 years of progressively higher-level graduate education leading to a master`s degree or master`s or equivalent graduate degree in a directly related field of study. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work; OR have an equivalent combination of the type and level of experience and education described above. Specialized Experience for the GS-11 Planning and Environmental Specialist: 1 year of specialized experience equivalent to at least the GS-09 level in Planning and Environmental Specialist work related to Natural Resource Programs. Examples: experience with land use and multiple use resource management planning; being a lead or member of an interdisciplinary team working on planning and environmental analysis processes, principles and practices; reviewing planning and NEPA documents to ensure they read smoothly and correctly; reviewing environmental documents to insure compliance with applicable laws and regulations; work with public land resource values, issues, or controversies; and assisting in developing public land-related planning strategies and procedures; OR 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a directly related field of study. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work; OR have an equivalent combination of the type and level of experience and education described above. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
