Job Description:

Make a Difference in Oregon's Natural Resources! Help the Oregon Department of Fish and Wildlife fulfill its mission: To protect and enhance Oregon's fish and wildlife and their habitats for use and enjoyment by present and future generations. This position is with the Oregon Department of Fish and Wildlife (ODFW) located in Newport. Do work that matters for Oregonians by helping to manage commercial Dungeness crab and pink shrimp fisheries. If you have a passion for marine fisheries management and an interest in collecting and analyzing data on the beautiful coast of Oregon, then this position may be for you! What you will do: Sample commercial crab and shrimp fisheries at the dock and at sea to collect biological samples (e.g., size, sex, and weight), logbooks, and other harvest data, and process samples in the field or laboratory. Coordinate field crews to conduct statewide fishery sampling and monitoring, including managing sampling schedules, assigning work tasks, and making arrangements for trips to sea on commercial vessels. Interview fishermen and inspect logbooks to verify location and dates of harvest activities, and monitor in-season catch. Code and enter information into databases, manage data entry by field crews, conduct data Quality Control and Quality Assurance procedures, and extract data for analysis by both internal and external users. Participate directly in management operations including pre-season testing, biotoxin testing and management, derelict gear recovery programs, inter-agency coordination, and public meetings. Analyze and evaluate Dungeness crab and pink shrimp data, and prepare technical reports to assist with management of the commercial fisheries. Gather and interpret biological data (e.g., size, sex, age, and growth), fishery information, and environmental data to assess harvest activities and conduct research investigations. Conduct statistical analyses using R programming language, including but not limited to summary statistics and graphics, ANOVA, regression models, multivariate analysis, and time-series analysis. Conduct spatial analysis and mapping using GIS software. Write technical reports based on historic and current fishery data, analyses, and research, including agency decision memos, reports, Fishery Management Plans, and published manuscripts. Present results orally to staff, academic classes, school groups, professional colleagues, fishery participants, and other stakeholders. Serve as agency representative to fishery participants and other interested parties. Contact commercial harvesters at fish plants, public hoists, docks, boat ramps, and other locations to discuss regulations, interpret rules, answer questions, and provide information. Provide technical assistance with the assessment, permitting and licensing, management operations, regulatory compliance and evaluation of commercial harvest activities. Communicate department policy to, and receive input from commercial harvesters and the public by email, mail, phone, social media inquiries, meetings, and personal contacts. Develop, manage, and contribute material to informational newsletters, webpages, listservs, industry notices, and other forms of communication. Assist with planning, designing, and conducting research on Dungeness crab and pink shrimp populations and fisheries. Identify gaps in knowledge about basic biology, population dynamics, impacts of disturbance, protected species interactions, and effects of changing ocean conditions. Assist in designing monitoring programs or research projects to address knowledge gaps. We are seeking applicants who meet the minimum qualifications and have the following skills and experience: Minimum Qualifications: Two years of biological/ecological/oceanographic experience performing studies, research, or resource management activities in a fish or marine program that included one year of at least two of the following: gathering data, analyzing data, or preparing reports, and a Bachelor's degree in Fisheries or Wildlife Science, Marine Biology, Marine Ecology, Biological Oceanography, Marine Fisheries Management/Science, or a closely-related Bachelor's degree with at least 45 quarter (30 semester) hours of biological/ecological/oceanographic coursework; or three additional years of biological/ecological/oceanographic experience performing studies, research, or resource management activities in a fish or marine program; OR One year of biological/ecological/oceanographic experience performing studies, research, or resource management activities in a fish or marine program that included at least two of the following: gathering data, analyzing data, or preparing reports, and a Master's degree in Fisheries or Wildlife Science, Marine Biology, Marine Ecology, Biological Oceanography, Marine Fisheries Management/Science, or a closely-related Master's degree in biological/ecological/oceanographic sciences; OR A Doctorate degree in Fisheries or Wildlife Science, Marine Biology, Marine Ecology, Biological Oceanography, Marine Fisheries Management/Science, or a closely-related Doctorate degree in biological/ecological sciences.
