Location: Central County Campus – Newport, OR Telework Status: Regular telework is not a feature of this position. At the Supervisor's discretion, exemptions may be made for special projects or responsibilities requiring periodically needed focus time. Position Summary The Dean of Nursing and Allied Health (Nursing Program Director) is responsible for directly managing operations, including personnel, budgetary, and curriculum review and update to ensure that it meets related accreditation and OSBN requirements. The Dean ensures that the educational needs of students and the community are met. Working collaboratively with community partners, staff, and faculty of the College. This position sets goals, direction, and vision for the Nursing & Allied Health programs. Provide leadership and collaborates with other Deans at the College. Participating in institutional planning as needed. The Dean of Nursing & Allied Health (the nurse administrator) shall have the institutional authority and administrative responsibility for the Nursing Program (OAR 851-021-0040 (5)). Duties and Responsibilities Nursing & Allied Health Leadership Provide administrative leadership for Nursing and Allied Health programs, ensuring regulatory and accreditation compliance. Ensure compliance with College policies, Collective Bargaining Agreements, OSBN policies, administrative rules (OAR), and applicable state and federal laws. Develop, evaluate, and adjust staffing patterns and workloads to support program effectiveness and accreditation standards. Coordinate and lead preparation for accreditation and regulatory site visits and reviews. Coordinate and develop Nursing and Allied Health clinical/practicum sites ensuring compliance with community partner requirements. Oversee instructional delivery within the Nursing and Allied Health Programs and maintain ongoing compliance with accrediting and regulatory agencies Lead staffing efforts in collaboration with Human Resources, including recruitment, selection, onboarding, and orientation of faculty and staff. Responsible for the submission of faculty appointment application forms to OSBN Notify OSBN when instructors resign their position Conduct faculty and staff performance evaluations. Support and encourage ongoing professional development of faculty. Promote a positive and effective learning and work environment that supports professionalism, collaboration, and student success. Holds regular department meetings. Oversees coordination for skills lab, simulation lab, nursing and allied health classrooms including technology needs and nursing program faculty scheduling. Provides student support and guidance to ensures that policies and procedures are followed throughout the nursing program. Collaborate with College Deans in design of faculty in-service days. Instructional Management & Support Provides leadership for the development, implementation, and evaluation of the nursing and allied health care programs- including curriculum and instructional delivery. Provides direction for curriculum updates and program standards that meet accreditation requirements for health care programs. Maintain applicable student and program records for OSBN/NREMT/CBAAM approval activities. Prepare and submit the OSBN Annual Report and other reports as required by regulatory and accrediting agencies. Serves as coordinator of the Nursing & Allied Health Program Advisory Boards. Maintain confidentiality of highly sensitive and confidential information. Collaborate with the Dean of Academic Foundations and Student Success, the Registrar and the Nursing Admissions Committee to develop policies and procedures for selecting students from the annual pool of nursing student applicants and annually review and modify those policies and procedures. Working with College Deans, establish the quarterly schedule of courses. Review and update relevant portions of the annual college catalog and program websites. College Collaboration and Community Liaison Work collaboratively with administration, academic, and student affairs to support a high quality program, contributing to the institutional mission. Facilitates communication between staff and students, between programs and the college, and between programs and the community. Represents Nursing & Allied Health programs and promotes their needs within the college and the community. Develops and facilitates collaborative partnerships with clinical/practicum sites, services providers, school districts, and colleges/universities. Participates in the marketing of the Nursing & Allied Health Programs through preparation of materials in coordination with the college’s marketing department and Success Coaches. Recruits and assess the eligibility of clinical sites within Lincoln County. Prepare clinical contracts and assures qualified preceptors at each clinical facility are selected in collaboration with clinical partners and clinical site managers. Attend OSBN Directors’ meeting as scheduled and serve as point of contact with OSBN. Budgetary Oversight Develops annual budgets for Nursing and Allied Health Programs. Monitors, evaluates, and authorizes expenditures and program budgets. Collaborates with the college grant writer on developing local, state, federal, and private foundation grant development and oversight of implementation. Develops short and long term budget enhancement and reductions as part of the program review process. Miscellaneous Participates in training, in-services and professional development Supports student success through participation in college committee work, Welcome Week, OCCC Cares, Commencement and/or related activities. Performs other duties, as assigned, that support the College’s mission. The list of essential functions is intended to be representative of the tasks performed by this position. Supervisory Responsibility Supervises Administrative/Confidential, Faculty, Classified, Student, Volunteer, and/or Temporary Staff assigned to the area. Supervision includes: Collaborating with Human Resources to Write/Review Job Descriptions. Overseeing Unit budgets and ensuring effective allocation of resources. Hiring, Onboarding, Training, and Evaluating all direct reports. Encouraging Development and Professional enrichment of direct reports through tuition waivers, conferences, certifications, or other development opportunities. Recognizing direct reports for achievement and success. Initiating disciplinary action when needed, responding to employee complaints, and effectively recommending various personnel actions. Ensuring Staff are apprised of College Policies and Procedures. Ensuring a backup process is in place for all critical operations. Requirements Qualifications Minimum Qualifications Master's degree in nursing from an accredited institution with documentation of preparation and/or experience in curriculum and teaching [OAR 851-021-0045(7)(a)(A)]. Five (5) years of nursing experience, of which three years shall have been in a nurse educator or administrative position in a nursing education program [OAR 851-021-0045(7)(a)(B)]. Licensure and other Credentials: Current unencumbered Oregon R.N. License Preferred Qualifications Post-master's degree in education or Doctoral degree in Nursing or in Education. (The BSN Nursing Administrator must hold an earned doctorate degree per [OAR851-021-0045 (4)(b) (A]). Recent clinical experience. Ability to meet Oregon State requirements for clinical instructors in an Oregon facility. Experience in Associate Degree Nursing Program. Bilingual – Spanish Knowledge, Skills, and Abilities Qualifications Thorough understanding of the curriculum area and course offerings. Knowledge of instructional delivery, the elements of effective teaching and learning, and the principles of adult education. Ability to communicate effectively. Ability to work cooperatively with staff, faculty, and students. Ability to work independently and supervise others. Excellent interpersonal skills in the areas of creative problem-solving, conflict resolution, group planning, and decision-making processes. Ability to work effectively with individuals and groups representing the Health Services industry, community partners, and other educational agencies. Ability to plan, implement, and manage an instructional program. Knowledge of the accreditation requirements of the Oregon State Board of Nursing; the National League for Nursing; and the Northwest Commission on Colleges & Universities. Knowledge of the following state agencies who govern the certificates, degrees, and programs at the community college level: the Oregon State Board of Education and the Oregon Higher Education Coordinating Commission (HECC). Ability to develop and maintain a program which meets those requirements and standards. Willingness to work and/or travel on a flexible schedule including some evenings and weekends. Ability to stay current in the field through professional development and self-study. Ability to use computer technology for management and instructional purposes. Working Environment & Physical Requirements While performing the duties of this job, the employee is required to: Sit, see and talk or hear. Have vision and hearing abilities required by this job include close vision and the ability to adjust focus, and complete and maintain various types of records. Hear the conversational voice and effectively communicate responses. Work in an office environment with potential for interruptions and background noise. Assignment will include presence at all primary OCCC locations and may include evening and weekend work. Travel between College sites and other locations will be required. Occasional travel and overnight stays outside of Lincoln County may be required for training and other purposes.
