Summary This position is eligible for the Education Debt
Reduction Program (EDRP), a student loan payment reimbursement
program. You must meet specific individual eligibility requirements
in accordance with VHA policy and submit your EDRP application
within four months of appointment. Approval, award amount (up to
$200,000) and eligibility period (one to five years) are determined
by the VHA Education Loan Repayment Services program office after
complete review of the EDRP application. Qualifications Basic
Requirements: --- United States Citizenship: Non-citizens may only
be appointed when it is not possible to recruit qualified citizens
in accordance with VA Policy --- Education: Master's degree in
social work (MSW) from a school of social work fully accredited by
the Council on Social Work Education (CSWE), or other master's in
science in social work (MSSW), social service administration
(MSSA), social service (MSS), social administration (MSA) or social
welfare as accredited by the CSWE --- You MUST have earned your
degree by the time the job announcement closes --- Those without
the required master's degree will be disqualified --- Licensure:
Must be licensed or certified by a state to independently practice
social work at the master's degree level --- Exception: VHA may
waive the licensure or certification requirement for persons who
are otherwise qualified, pending completion of state prerequisites
for licensure/certification examinations --- This exception only
applies up to the full performance level --- For those hired
without a license, they will be required to obtain licensure within
three (3) years of appointment --- Grade Determinations: GS-9
REQUIREMENTS: None beyond the basic requirements --- ANDThis is the
entry level for social workers and is used for social workers with
less than 1 year of post-MSW experience and for social workers who
are not yet licensed or certified at the independent practice level
--- Demonstrated Knowledge, Skills, and Abilities Ability to
provide psychosocial treatment to a wide variety of individuals
from various socio-economic, cultural, ethnic, educational, and
other diversified backgrounds --- This requires knowledge of human
development and behavior (physical and psychological), and the
differential influences of the environment, society, and culture
--- Ability to work with patients and families who are experiencing
a variety of psychiatric, medical, and social problems utilizing
individual, group, and family counseling skills --- Work with more
complex problems is done under close supervision --- With guidance
from the social work supervisor, ability to assess the psychosocial
functioning and needs of patients and their family members, and to
formulate and implement a treatment plan, identifying the patient's
problems, strengths, weaknesses, coping skills, and assistance
needed --- Basic knowledge of psychosocial treatment modalities
and, under supervision, ability to implement treatment modalities
in working with individuals, families, and groups to achieve
treatment goals --- This requires judgment and skill in utilizing
supportive, problem solving, or crisis intervention techniques ---
Ability to establish and maintain effective working relationships
with clients, staff, and representatives of community agencies ---
Ability to communicate effectively, both orally and in writing,
with people from varied backgrounds --- Knowledge of medical and
mental health diagnoses, disabilities, and treatment procedures ---

common medications and their effects/side effects; and medical
terminology --- Basic skill in the use of computer software
applications for drafting documents, data management, and tracking

--- GS-11 REQUIREMENTS: Experience: Appointment to the GS-11 grade
level requires completion of a minimum of one year of post-MSW
experience equivalent to the GS-9 grade level in the field of
health care or other social work-related settings, (VA or non-VA
experience) and licensure or certification in a state at the
independent practice level --- OR In addition to meeting basic
requirements, a doctoral degree in social work from a school of
social work may be substituted for the required one year of
professional social work experience in a clinical setting.
Licensure: For the GS-11 grade level and above, the candidate must
be licensed or certified by a state to independently practice
social work at the master's degree leve This is the full
performance level for social workers --- GS-11 Social Workers are
licensed or certified to independently practice social work ---
They are assigned to all program areas, including inpatient or
outpatient medicine, surgery, mental health, neurology,
rehabilitation medicine, and geriatrics --- Employees provide
professional, independent social work services in the assigned area

community resources, how to make appropriate referrals to community
and other governmental agencies for services, and ability to
coordinate services --- Ability to independently assess the

" The general outpatient mental health Social Worker conducts
mental health assessments and treatment plans, provides
consultation to inpatient wards, primary care, and behavioral
health providers to assess eligibility and appropriate level of
care for Veterans in need of services. Incumbent will work closely
with the Substance Abuse Treatment Program, PTSD Clinical Team,
OEF/OIF and other behavioral health services to ensure a seamless
transition to appropriate services for Veterans. Incumbent provides
crisis intervention as needed for Veterans in behavioral health in
the outpatient setting. Duties and Responsibilities A. Clinical
Functions: Incumbent is a professional social worker assigned to a
BHIP Team. The incumbent must use a high level of skill in
assessing and treating the complicated psychosocial problems of
Veterans referred to the Behavioral Health Clinic. The incumbent
completes thorough psychosocial assessments when the Veteran is
initially referred to Behavioral Health and will complete a
thorough treatment plan when a Veteran engages in mental health
services. Incumbent will provide psychotherapy with individuals,
couples, families, crisis intervention, and referral for resources
and benefits. The incumbent: (1) Must have a high level of skill
and expertise to establish and maintain effective therapeutic
relationships with Veterans and/or their families. The incumbent is
able to independently work with Veterans and their families who are
experiencing a wide range of complicated medical, psychiatric,
emotional, behavioral, and psychosocial problems. (2) Must
independently complete thorough psychosocial assessments to
determine the psychosocial functioning and needs of Veterans and/or
their families. The incumbent must be able to utilize this
assessment in facilitating the Veteran's maximum use of treatment
for attainment of the highest level of independence that is
possible and practicable. (3) Must actively participate as a member
of an BHIP treatment team and actively participate through
collaboration with Veterans and family as well as interdisciplinary
treatment team members, including but not limited to Psychiatrists,
Nurse Practitioners, Psychologists, Social Workers, RNs, Peer
Support Specialists and Administrative Support staff, in the
development and implementation of a treatment plan. (4) Must
possess a working knowledge and experience in use of mental health
and substance abuse diagnoses and treatment procedures, including
acute, chronic and traumatic illnesses. Administrative Functions:
(1) Is responsible for supporting the mission, policies, and
procedures of the Department of Veterans Affairs, the Veterans
Health Administration (VHA), the appropriate Veterans Integrated
Service Network (VISN), and the facility. (2) Is willing to serve
on committees and work groups at the facility as deemed appropriate
by the supervisor and/or Associate Chief of Staff for Mental
Health. (3) Is responsible for furthering one's own professional
growth through continuing education and for ensuring continuing
education appropriate to the area of assignment. (4) Is able to
provide assistance with the orientation and learning of less
experienced social workers and to serve as a preceptor for social
work students when appropriate. Other Duties: The incumbent is
